Role Overview

The Budget Analyst - Budget Execution is a critical role responsible for developing, executing, and monitoring budgets to ensure optimal allocation of financial resources. This position requires in-depth knowledge of the Intelligence Planning, Programming, Budget, and Execution (IPPBE) process to provide expert analysis, reporting, and strategic recommendations. The role also serves as a key liaison among various stakeholders, fostering collaboration and ensuring alignment of financial plans with organizational priorities.


Primary Duties

  • Provide expert insights to support and contribute to the analysis and reporting of a component’s financial activities and budget.
  • Develop and monitor comprehensive spend plans and financial execution activities.
  • Record and track interagency agreements for facilitating Economy Act and other financial transactions.
  • Accurately document financial commitments, obligations, and expenses.
  • Prepare, process, and verify financial transactions, certifying payments.
  • Collaborate with stakeholders to execute budgets effectively, aligning with programmatic goals and ensuring optimal resource utilization.
  • Generate detailed budget reports encompassing funding and activity summaries for stakeholders.
  • Assist in the development of budget submissions and ensure alignment with strategic goals.
  • Support adherence to IPPBE deadlines and milestones, facilitating participation in required processes.
  • Recommend and implement process improvements to enhance operational procedures.
  • Resolve outstanding financial obligations and undelivered orders.
  • Assist in drafting and refining ODNI acquisition policies and instructions.
  • Develop insightful budget analyses, participate in financial data calls, and conduct portfolio reviews.
  • Create strategic program briefs to communicate critical information effectively.
  • Conduct comprehensive assessments of budgets, ensuring balance across various functions and disciplines.
  • Collaborate with USG and IC partners in interagency forums and working groups.

Required Qualifications

  • Active TS/SCI clearance with polygraph.
  • Bachelor’s degree in Finance, Accounting, Economics, or a related field, and 12–15 years of relevant experience, or a Master’s degree with 10–13 years of relevant experience (equivalent experience may be considered in lieu of a degree).
  • 7–10 years of government budgeting experience, including 3–5 years within the Intelligence Community.
  • Proven expertise in government budget execution activities and a strong understanding of the IPPBE process.
  • Exceptional analytical skills to identify financial trends and provide actionable insights.
  • Strong interpersonal and communication skills to work collaboratively with diverse stakeholders.

Desired Qualifications

  • Familiarity with interagency agreements and the facilitation of financial transactions under the Economy Act.
  • Experience creating program briefs and communication materials for interagency forums and working groups.
  • Proficiency in developing and evaluating fiscal program builds within IC-wide programs.
  • Strong skills in resolving financial obligations and managing financial tracking systems.

Certifications

  • Relevant certifications in financial management, budgeting, or related fields are highly desirable.
